Election authorities have deployed nearly 35,000 personnel for poll duty to manage voting, security, transportation, and administrative coordination during all three phases.

Campaigning for the first phase officially concluded on Sunday evening, bringing an end to weeks of intense grassroots political activity. Candidates contesting for the posts of pradhan, up-pradhan, and ward members spent the final hours of campaigning making direct appeals to voters and strengthening local alliances. Security arrangements have been tightened accordingly, with district administrations instructed to maintain strict vigilance to ensure peaceful and impartial polling.

Officials say the classification of sensitive and highly sensitive booths has been made after assessing local law-and-order concerns, past electoral tensions, accessibility challenges, and other security-related factors. Additional police deployment and monitoring mechanisms have been arranged at vulnerable locations.

The Election Commission has appealed to voters to participate fearlessly and independently in the democratic process and avoid any form of inducement or pressure. Authorities have also issued detailed guidelines regarding voter identification procedures.

Voters will be required to carry either a valid photo voter identity card or any one of sixteen approved identification documents to cast their vote. These include Aadhaar cards, driving licences, bank or post office passbooks, ration cards, student identity cards, pension documents, arms licences, ex-servicemen certificates, railway or bus passes, disability certificates, and several other officially recognised identity documents.

For Himachal Pradesh, where village governance continues to play a central role in local administration and development planning, the Panchayati Raj elections carry significance far beyond routine electoral politics. The elected representatives often become the first point of contact between rural communities and the state machinery, influencing everything from welfare implementation to infrastructure priorities.

बैठक में एयरलाइंस कंपनियों को विशेष निर्देश दिए गए कि इबोला प्रभावित देशों से आने वाले प्रत्येक यात्री के लिए ‘सेल्फ-डिक्लेरेशन फॉर्म’ भरना अनिवार्य होगा। अधिकारियों ने कहा कि यह प्रक्रिया केवल औपचारिकता नहीं, बल्कि संभावित संक्रमण की शुरुआती पहचान का महत्वपूर्ण हिस्सा है। एयरपोर्ट प्रशासन ने एयरलाइंस को यह सुनिश्चित करने के लिए कहा है कि कोई भी यात्री इस प्रक्रिया से बाहर न रहे।

यह दर्दनाक घटना 21 मई की बताई जा रही है। परिवार के मुताबिक, करनैल सिंह नगर निवासी साहिल अपने मौसी के बेटे पंकज के साथ मोटरसाइकिल पर सब्जी लेने निकला था। यह एक सामान्य शाम थी, जैसा हर मध्यमवर्गीय परिवार में होता है। लेकिन किसी को अंदाजा नहीं था कि कुछ ही देर बाद यह सफर मौत में बदल जाएगा।

परिजनों के अनुसार, जैसे ही दोनों युवक फुल्लांवाला स्टेडियम के पास स्थित सेवा केंद्र के नजदीक पहुंचे, वहां पहले से मौजूद कुछ युवकों ने उन्हें रोकने की कोशिश की। हालात को भांपते हुए साहिल ने खुद को बचाने के लिए मोटरसाइकिल से उतरकर भागने का प्रयास किया, लेकिन हमलावरों ने उसे चारों तरफ से घेर लिया। इसके बाद जो हुआ, उसने पूरे इलाके को दहला दिया।

प्रत्यक्ष जानकारी के अनुसार, हमलावरों ने साहिल पर तेजधार हथियारों से लगातार वार किए। उसके सिर और शरीर के कई हिस्सों पर गंभीर चोटें पहुंचाई गईं। हमला इतना क्रूर था कि किशोर सड़क पर ही लहूलुहान होकर गिर पड़ा। वारदात को अंजाम देने के बाद आरोपी मौके से फरार हो गए, जबकि आसपास मौजूद लोग भय और अफरा-तफरी के बीच कुछ समझ नहीं पाए।

गंभीर हालत में साहिल को तुरंत फिरोजपुर रोड स्थित एक निजी अस्पताल ले जाया गया, जहां डॉक्टरों ने उसे बचाने की कोशिश की। लेकिन गहरे जख्मों के कारण इलाज के दौरान उसकी मौत हो गई। 16 साल की उम्र में हुई इस हत्या ने परिवार को पूरी तरह तोड़ दिया है। घर में मातम पसरा हुआ है और माता-पिता अब भी यह समझने की कोशिश कर रहे हैं कि आखिर उनका बेटा किस दुश्मनी का शिकार बन गया।

घटना के बाद थाना सदर पुलिस ने मामले की जांच तेज कर दी है। पुलिस ने तीन दिन की जांच के बाद देव कॉलोनी गली नंबर 6 निवासी परम, गौतम, बच्चू और हैबोवाल निवासी नन्नी समेत 10 से 12 अज्ञात युवकों के खिलाफ हत्या का मामला दर्ज किया है। अधिकारियों का कहना है कि आसपास लगे सीसीटीवी कैमरों की फुटेज खंगाली जा रही है और फरार आरोपियों की तलाश में लगातार छापेमारी की जा रही है।

हालांकि, इस घटना ने केवल एक परिवार को शोक में नहीं डाला, बल्कि समाज के सामने कई असहज सवाल भी छोड़ दिए हैं। आखिर इतनी कम उम्र के युवकों के हाथों में हथियार क्यों पहुंच रहे हैं? क्यों छोटी कहासुनी या व्यक्तिगत विवाद सीधे खूनी हिंसा में बदल जाते हैं? और सबसे महत्वपूर्ण सवाल — क्या अपराधियों को अब कानून का डर नहीं रह गया?

A brutal triple murder inside a residential housing complex in Haryana’s Sonipat district has sent shockwaves across the region, exposing once again the fragile sense of safety inside rapidly expanding urban settlements on the outskirts of Delhi.

The killings took place late on Sunday night in the BPL flats of the TDI township in Kundli, where a man allegedly attacked and killed a husband, his wife, and another woman neighbour with a sharp-edged weapon following a heated altercation. Police officials said the accused fled the scene immediately after the incident and is currently being traced.

The victims have been identified as Vijay, around 50 years old, and his wife Sunita, aged 47, both originally residents of Kot Mohalla in Sonipat city, along with Swati, a 32-year-old woman from Baroli village who lived on the second floor of the same apartment block. The couple had recently shifted to the TDI BPL flats in search of a quieter and more affordable living arrangement, residents said.

According to preliminary information gathered by investigators, the violence erupted shortly before midnight after an argument reportedly broke out between Vijay and their neighbour Brahm Prakash, the accused in the case. The disagreement soon escalated into a deadly attack. Police suspect that the accused used a sharp weapon to assault the victims inside the residential premises, leaving behind a scene that stunned residents and investigators alike.

Officials said Brahm Prakash is originally from Dishor Kheri village in Jhajjar district. The motive behind the attack is still under investigation, though police believe the killings may have stemmed from personal tensions or an ongoing dispute between the accused and the victims. Authorities are also examining whether the attack was premeditated or carried out in a fit of rage.

Soon after the incident was reported, senior police officers, forensic experts, and crime scene investigation teams reached the housing complex. The area was sealed off as investigators began collecting forensic evidence and recording statements from residents living in adjacent flats. Bloodstains inside the apartment corridors and panic among residents reflected the horror of what had unfolded in the middle of the night.

For many living in the township, the incident has raised serious concerns about security within residential complexes that house lower and middle-income families. Several residents said they heard shouting late at night but did not initially realise the scale of the violence unfolding nearby. By the time police arrived, the accused had already escaped.

The murders have also renewed conversations around rising tensions, mental stress, and unresolved disputes within densely populated urban housing blocks, where many families live in cramped conditions under economic pressure. In recent years, Kundli and nearby areas along the Haryana-Delhi border have witnessed rapid urbanisation, with large residential clusters developing faster than civic and policing infrastructure.

Police officials said teams have been formed to arrest the accused and CCTV footage from the township and surrounding areas is being scanned to trace his movement after the attack. The bodies of the deceased were sent for postmortem examination, and further legal proceedings are underway.

हरियाणा के मुख्यमंत्री   श्री नायब सिंह सैनी  ने शनिवार  को संत कबीर कुटीर में पौधारोपण कर पर्यावरण संरक्षण का संदेश दिया। इस अवसर पर हरियाणा के खेल  राज्य मंत्री श्री  गौरव गौतम  भी  उपस्थित रहे।

मुख्यमंत्री ने कहा कि पर्यावरण संरक्षण वर्तमान समय की सबसे बड़ी आवश्यकता बन चुका है। पृथ्वी को हरा-भरा एवं प्रदूषण मुक्त बनाने के लिए प्रत्येक नागरिक को पौधारोपण अभियान से जुड़ना चाहिए। उन्होंने कहा कि वृक्ष मानव जीवन के आधार हैं और यह न केवल शुद्ध वातावरण प्रदान करते हैं, बल्कि आने वाली पीढ़ियों  को  सुरक्षित भविष्य भी  प्रदान  करता हैं ।

हरियाणा के सामाजिक न्याय, अधिकारिता, अनुसूचित जाति एवं पिछड़ा वर्ग कल्याण मंत्री श्री कृष्ण कुमार बेदी ने अधिकारियों को निर्देश दिए कि जिला विकास योजना के अंतर्गत चल रहे विकास कार्यों का निरीक्षण सुनिश्चित किया जाए, ताकि विकास परियोजनाएं समयबद्ध और पारदर्शी तरीके से पूरी हो सकें।

श्री कृष्ण कुमार बेदी ने शनिवार को फतेहाबाद में आयोजित जिला विकास एवं निगरानी समिति (डीडीएमसी) की  बैठक की अध्यक्षता की। उन्होंने बताया कि इस वर्ष डीडीएमसी के तहत विभिन्न विकास कार्यों पर 13.29 करोड़ रुपये खर्च किए जाएंगे। इनमें सामान्य वर्ग के विकास कार्यों के लिए 7 करोड़ 40 लाख 89 हजार रुपये तथा अनुसूचित जाति वर्ग के विकास कार्यों के लिए 5 करोड़ 88 लाख 52 हजार रुपये की राशि निर्धारित की गई है।

मंत्री कृष्ण कुमार बेदी ने अधिकारियों को निर्देश देते हुए कहा कि सभी स्वीकृत विकास कार्य तय समय सीमा के भीतर पूरे किए जाएं ताकि किसी प्रकार की ग्रांट लैप्स न हो। उन्होंने कहा कि विकास कार्यों में गुणवत्ता बनाए रखना अधिकारियों की प्राथमिक जिम्मेदारी है और निर्माण कार्यों में किसी प्रकार की लापरवाही बर्दाश्त नहीं की जाएगी। साथ ही उन्होंने निर्देश दिए कि संबंधित अधिकारी समय-समय पर विकास कार्यों का निरीक्षण करें और यदि किसी प्रकार की समस्या सामने आती है तो तुरंत उनके संज्ञान में लाया जाए, ताकि समय रहते उसका समाधान किया जा सके।

बैठक में बताया गया कि वित्त वर्ष 2025-26 के तहत जिला विकास योजना के लिए 14 करोड़ 86 लाख 32 हजार रुपये की राशि स्वीकृत हुई थी। इसमें से 8 करोड़ 91 लाख 79 हजार रुपये सामान्य वर्ग तथा 5 करोड़ 94 लाख 53 हजार रुपये अनुसूचित जाति वर्ग के विकास कार्यों के लिए निर्धारित किए गए थे।

Haryana Chief Minister Nayab Singh Saini has unveiled an ambitious roadmap to transform irrigation practices across the state, placing water conservation and modern farming technology at the centre of Haryana’s long-term agricultural strategy. In a major policy push under the Haryana Vision-2047 framework, the Chief Minister has directed the Irrigation and Water Resources Department to implement large-scale micro-irrigation systems and community-based water storage infrastructure aimed at ensuring that irrigation water reaches every farm while reducing groundwater dependence.

Chairing a high-level review meeting at the Haryana Civil Secretariat in Chandigarh, the Chief Minister stressed that the future of Indian agriculture would depend not merely on expanding cultivation but on managing limited water resources with scientific precision. Referring to Prime Minister Narendra Modi’s “Per Drop More Crop” vision, Saini said Haryana must move beyond traditional irrigation methods and adopt global best practices followed by water-scarce developed nations such as Israel.

At the heart of the new strategy is a plan to encourage groups of farmers to jointly construct irrigation tanks for agricultural clusters of 10 acres or more. These tanks will be filled with canal water through pipeline-based systems and linked directly to micro-irrigation networks including drip and sprinkler technologies. The Haryana government will provide up to 85 percent subsidy for the construction of these collective tanks, making the initiative financially accessible to farmers.

The government believes the model could significantly reduce excessive groundwater extraction and dependence on tube wells, while also lowering electricity consumption associated with traditional irrigation methods. According to officials, solar panels will also be installed over these community tanks, enabling energy-efficient irrigation systems that can provide farmers with flexible access to water whenever needed.

The Chief Minister said the first phase of implementation would begin in nine districts considered vulnerable to water stress and groundwater depletion. These include Bhiwani, Charkhi Dadri, Gurugram, Mahendragarh, Nuh, Rewari, Hisar, Jhajjar and Sirsa. Officials have been instructed to organise farmer groups and begin planning tank-based irrigation infrastructure on priority basis.

Saini emphasised that the government’s objective was not only to conserve water but also to reduce the financial burden on farmers. He said once the new irrigation system becomes operational, farmers would no longer need to spend large amounts on digging borewells or installing tube wells. Instead, canal-fed micro-irrigation systems would ensure reliable and cost-effective water supply directly to fields.

The Chief Minister also underlined the need to discourage the practice of flood irrigation, where large quantities of water are released openly into fields, leading to enormous wastage. By shifting towards precision irrigation systems, Haryana hopes to irrigate larger agricultural areas using significantly less water.

In a notable move, the government has decided to begin micro-irrigation implementation this year itself in water-intensive crops such as sugarcane and cotton. Officials were also asked to explore state-wide tenders for converting entire villages to micro-irrigation systems by the end of the current year. The plan may involve partnerships with modern agri-technology and smart irrigation companies capable of delivering digitally managed irrigation solutions.

The meeting also focused on long-term water management and canal modernisation. The Chief Minister directed the Irrigation Department to prepare a detailed plan for repairing and reconstructing ageing canal networks across Haryana to prevent leakage and water loss. Monthly monitoring mechanisms will now be introduced to track how much water is being saved and how many farmers are benefiting from the reforms.

Another major aspect of the meeting was skill development. Additional Chief Secretary Anurag Agarwal informed the Chief Minister that Haryana currently faces a shortage of technically trained manpower in the micro-irrigation sector. In response, Saini directed that a new micro-irrigation trade be introduced in all Industrial Training Institutes (ITIs) across the state from this year onwards. The government believes this step will create employment opportunities for youth while simultaneously building a skilled workforce capable of supporting Haryana’s irrigation modernisation programme.

The Chief Minister also called for closer coordination between the Agriculture and Irrigation Departments to educate farmers about water-efficient farming practices. He said awareness campaigns must explain to farmers that modern irrigation systems can reduce costs, improve productivity and protect groundwater reserves for future generations.

In addition, the government is now exploring wider use of treated sewage water for agricultural irrigation. Officials were instructed to examine how recycled water from sewage treatment plants could be safely integrated into irrigation networks to reduce pressure on freshwater resources.

Political observers view the initiative as one of Haryana’s most ambitious water-management reforms in recent years. With climate change, declining groundwater tables and rising agricultural demand placing increasing pressure on water resources, the state government appears to be positioning micro-irrigation and precision farming as key pillars of Haryana’s agricultural future.

The announcement also reflects a broader shift in Indian agriculture policy, where sustainability, technology and resource efficiency are gradually becoming as important as production itself. For Haryana — a state that has long been at the centre of India’s food security system — the success of such reforms could shape not only the future of farming in the region but also offer a model for water-stressed states across the country.

Haryana Chief Minister Nayab Singh Saini has directed officials to prepare an ambitious and time-bound roadmap aimed at ensuring clean drinking water and modern sewerage facilities for every household across the state, positioning the initiative as a key pillar of Haryana’s long-term development strategy under “Vision 2047”.

Chairing a high-level review meeting of the Public Health Engineering Department at the Haryana Civil Secretariat in Chandigarh, the Chief Minister stressed that access to safe drinking water and efficient sanitation infrastructure should not remain limited to urban centres alone, but must reach villages, newly regularised colonies, and beneficiaries of government-allotted residential plots as well.

The meeting focused on the department’s five-year action plan, which forms part of Haryana’s broader Vision 2047 framework — a long-term governance and infrastructure strategy aligned with India’s centenary of independence. Officials presented detailed proposals covering expansion of water supply networks, sewerage connectivity, centralised sewage treatment systems, reuse of treated wastewater, and the integration of artificial intelligence-enabled grievance monitoring systems.

During the review, the Chief Minister underlined that drinking water was not merely a utility service but a fundamental necessity linked directly to public health and quality of life. He instructed the department to formulate a plan to establish a water treatment plant for every population cluster of 5,000 people and to ensure canal-based water supply to all water works wherever feasible.

He also emphasised that basic civic facilities such as drinking water, sewerage, electricity, and roads must be provided on priority in all legalised colonies and in residential areas where economically weaker families have been allotted 100-square-yard plots under government welfare schemes.

Officials informed the Chief Minister that the department’s future roadmap includes strengthening the state’s water infrastructure through improved pipeline systems, expansion of sewerage networks, scientific wastewater management, and modern digital monitoring tools aimed at increasing efficiency and accountability.

In a significant policy direction, Nayab Singh Saini advocated the creation of future-ready “smart cities” capable of delivering uninterrupted 24-hour drinking water supply. He suggested that pilot projects be launched in one or two major cities, including Gurugram, where all households would be equipped with metered water connections to study consumption patterns and improve water management systems.

The Chief Minister also raised concerns over large-scale water wastage caused by evaporation in open canal systems. He directed officials to explore bringing canal water to treatment facilities through pipelines wherever possible in order to minimise losses and improve efficiency.

Apart from drinking water supply, the meeting placed strong emphasis on expanding sewerage infrastructure throughout Haryana. Saini instructed officials to ensure that every village, town, and residential colony receives proper sewerage connectivity. He also asked departments to identify ageing sewerage systems requiring urgent repair or replacement and to accelerate such works through mechanised construction methods in order to minimise public inconvenience caused by prolonged road digging.

Highlighting the importance of future planning, the Chief Minister noted that sewerage lines are generally designed to last for several decades and therefore must be constructed with adequate capacity to meet future population growth and urban expansion.

The government is also exploring plans for the reuse of treated wastewater in industrial operations and agricultural activities — an increasingly important issue as states across India face mounting pressure on freshwater resources amid climate change and rapid urbanisation.

One of the major governance concerns raised during the meeting was the repeated excavation of roads by different departments for laying pipelines, internet cables, gas lines, and utility infrastructure. The Chief Minister observed that the absence of coordination often leads to financial losses, traffic disruptions, and inconvenience for citizens. To address this, he proposed the creation of a dedicated coordinating authority or regulatory mechanism under which no road excavation work would be allowed without prior approval and integrated planning.

Senior bureaucrats, including Chief Secretary Anurag Rastogi and other top officials, attended the meeting along with representatives from departments linked to future planning, infrastructure, and urban development.

Political observers view the government’s renewed emphasis on drinking water, sewerage, and civic infrastructure as part of a broader effort to project Haryana as a model state focused on urban modernisation, rural connectivity, and public welfare ahead of the state’s long-term development goals.

The latest directives also come at a time when Indian states are increasingly being challenged by rapid urban growth, water scarcity, ageing civic infrastructure, and rising public expectations for better governance and service delivery.
