Punjab to Launch Special Fraud Detection Unit to Crack Down on GST Violations, Says Finance Minister Harpal Singh Cheema

In a decisive push toward strengthening tax enforcement and eliminating complex frauds under the Goods and Services Tax (GST) regime, Punjab Finance, Planning, Excise and Taxation Minister Advocate Harpal Singh Cheema has announced the formation of a Special Fraud Detection Unit (SFDU) headquartered in Patiala. The move is being seen as a significant milestone in the state’s efforts to enhance transparency, improve tax compliance, and protect public revenue from sophisticated evasion tactics.

Cheema emphasized that the proposed unit will be fully equipped to identify, investigate, and act on high-value GST violations with consistency and legal precision. The SFDU will particularly focus on cracking circular trading, identifying benami transactions, and tackling the issuance of fake invoices — all of which have proven to be major avenues for tax leakage.

According to the Finance Minister, the SFDU will operate with advanced technological tools such as Artificial Intelligence (AI), big data analytics, and integrated digital operations to pinpoint tax fraud with greater speed and accuracy. A major function of the unit will be comprehensive data mining and real-time pattern analysis, enabling the identification of irregularities in GST returns, suspicious networks of transactions, and movement of goods.

Cheema further noted that red flags will be data-driven and selectively raised to ensure that only those entities exhibiting suspicious behaviour are brought under scrutiny. “Our approach will remain balanced — we want to ensure enforcement without unnecessarily burdening honest taxpayers,” he said. The new model is aimed at building a tax ecosystem that is tough on evasion but facilitative for compliant businesses.

The Special Fraud Detection Unit will consist of a multidisciplinary task force. This includes experienced tax officials, IT professionals, a Chartered Accountant, and a legal expert. The unit will have real-time access to a wide array of critical datasets, such as GSTN records, e-way bill logs, toll plaza activity, and RFID tracking trails. This data-backed model is expected to make detection more efficient and response more timely.

Additionally, the SFDU will be legally empowered under Sections 67, 70, 74, and 132 of the CGST and PGST Acts, along with applicable provisions from the Indian Penal Code. These legal instruments will provide the unit with the authority to cancel dubious GSTINs, freeze wrongful input tax credit (ITC) claims, initiate investigations, and pursue legal prosecutions against violators.

Cheema described the initiative as a vital leap toward building a revenue administration that is modern, intelligent, and deeply rooted in accountability. “The launch of the SFDU is more than just a structural reform — it’s a message that tax fraud will no longer go unchecked in Punjab,” he declared. He added that the government’s broader aim is to promote a tax culture where transparency is the norm, and compliance is encouraged through efficiency rather than intimidation.

This development, aligned with the governance vision of the Aam Aadmi Party-led administration, marks a commitment to innovation in fiscal management. The unit is expected not just to recover revenue but also to deter future fraudulent activity, thus supporting the economic stability and growth of Punjab in the long run.
