Haryana CM Nayab Singh Saini Launches NEEV Portal to Ensure Effective Implementation of National Education Policy 2020

Haryana Chief Minister Nayab Singh Saini on Tuesday said that the National Education Policy 2020 has provided a clear roadmap to align India’s education system with the needs of the 21st century, but its real success depends on timely and effective implementation. To bridge the gap between policy vision and ground-level execution, the state government has developed the NEeV Portal, an intelligent, data-driven decision support system.

The Chief Minister was speaking to mediapersons after an MoU exchange programme held in Panchkula. He explained that the NEeV Portal has been designed to ensure objective, transparent and continuous evaluation of every provision of the National Education Policy 2020. The portal uses real-time data, performance indicators and predictive analysis to monitor the education system on an ongoing basis. This makes it possible to clearly identify which institutions are progressing in line with the policy and where corrective measures are required.

The Chief Minister said that the NEeV Portal is not merely a monitoring tool, but an effective mechanism for timely course correction and guidance. In its first phase, the portal is being implemented across universities in the state. In the next stages, it will be extended to colleges and subsequently to schools and other educational institutions. This phased expansion, he said, will ensure uniformity, quality and readiness among institutions to fully adopt the National Education Policy.

Highlighting the long-term vision of the state, Nayab Singh Saini said that Haryana aims to build an education system by 2047 that meets global standards. Through the NEeV Portal, the government will be able to digitally track 100 percent compliance with the National Education Policy 2020 across all universities, colleges and educational institutions. This will help improve institutional quality indicators, enable real-time monitoring and support evidence-based budgeting and policy decisions.

Speaking about the MoUs signed during the programme, the Chief Minister said that under the ‘Gyan Setu’ initiative, Swarna Jayanti Haryana Institute for Fiscal Management has entered into agreements with around 28 reputed educational institutions. The objective of this initiative is to connect academic knowledge with real administrative and social challenges so that research goes beyond textbooks and contributes to solving governance and societal issues.

He added that these collaborations will support impact evaluation of key government schemes and programmes, capacity-building initiatives, and promote internships and field engagement opportunities for students. This, he said, will strengthen policy formulation while also giving young students valuable exposure to real-world administrative experience.

The Chief Minister stated that the combined impact of the NEeV Portal and the Gyan Setu initiative will help prepare Haryana’s education system for the future, making it inclusive and aligned with global benchmarks. These initiatives, he said, will ensure that education becomes a strong foundation for skills development, innovation, employment and social upliftment.

Responding to a question on remarks made by former Delhi Chief Minister Atishi regarding gurus, Nayab Singh Saini termed the comments unfortunate. He said that gurus have sacrificed generations for the protection of religion, humanity and the nation, and their teachings continue to inspire and energise future generations.

In response to another query, the Chief Minister criticised former Delhi Chief Minister Arvind Kejriwal, alleging that instead of prioritising education, liquor shops were opened during his tenure, including exclusive liquor outlets for women, a practice he claimed was unique to Delhi.

On employment, the Chief Minister said that during the Congress regime, jobs were allegedly given through unfair practices, whereas the current government is providing jobs purely on merit without any bribe or recommendation. He stated that nearly two lakh jobs have been provided in Haryana so far under this transparent system.
