Gurugram Civic Body Under Fire for Delayed Action on 54 Unsafe Buildings

The Haryana Human Rights Commission (HHRC) has strongly criticized the Gurugram Municipal Corporation (MCG) for its failure to take decisive action against 54 structurally unsafe buildings in the city. Expressing serious concerns over public safety, the panel has summoned the municipal commissioner and chief engineer to appear in person at the next hearing and provide a detailed explanation.

The issue gained renewed attention following the Chintels Paradiso Society collapse on February 10, 2022, which tragically claimed two lives. The incident led to a CBI investigation, resulting in two chargesheets naming 11 accused.

HHRC Orders Urgent Action, Cites Negligence in Public Safety

The panel, led by Justice Lalit Batra, along with members Kuldeep Jain and Deep Bhatia, has directed MCG chief engineer Manoj Yadav to submit a detailed report on the status of the unsafe buildings and pending inspections of 15 unverified structures.

“Authorities of the Municipal Corporation, Gurugram, seem least interested in taking substantive action against violators concerning these 54 dangerous structures,” the Commission stated in its order.

Delayed Inspections Raise Serious Concerns

According to reports submitted to HHRC, an independent assessment by M/s Yashi Consultancy Services Pvt Ltd identified 183 hazardous buildings in Gurugram. However, alarming gaps in inspection and enforcement have been noted:

  • 183 buildings identified as dangerous
  • 152 structures inspected
  • 54 currently deemed unsafe (down from 80 initially)
  • 15 buildings still pending inspection

The HHRC has criticized the municipal corporation’s inefficiency, warning that if the civic body takes five to six years to act against violators, it could be seen as complicity in endangering public safety.

Chintels Paradiso Tragedy: A Stark Reminder of Civic Negligence

The collapse of Chintels Paradiso Society in February 2022 was highlighted as a direct consequence of civic inaction. The HHRC has warned that such negligence cannot be repeated, urging the Gurugram administration to take swift corrective measures.

Next Steps: Accountability & Action

The Haryana Human Rights Commission has made it clear:
Summoning of top MCG officials for accountability
Mandatory submission of a status report on 54 unsafe buildings
Completion of inspections for 15 unverified structures
Strict action against violators to prevent future tragedies

With the safety of thousands of residents at risk, the HHRC’s intervention signals a major push for stricter building safety enforcement in Gurugram. The upcoming hearing will determine whether the MCG can justify its inaction or face further legal scrutiny.
