Saini Targets AAP in Punjab and Congress Government in Himachal, Projects Haryana as Governance Model

Haryana Chief Minister Nayab Singh Saini on Tuesday launched a sharp political offensive against the Aam Aadmi Party government in Punjab and the Congress-led government in Himachal Pradesh, asserting that while neighboring states struggle with unfulfilled promises and administrative failures, Haryana under BJP rule has emerged as a model of delivery-driven governance.

Addressing a programme in Chandigarh, the Chief Minister said that under the leadership of Prime Minister Narendra Modi, the “non-stop” Haryana government is working with clear intent to realise the vision of Viksit Bharat–Viksit Haryana by 2047. Drawing a contrast with opposition-ruled states, Saini said Haryana’s governance is defined by accountability and execution, not announcements.

Without naming individuals repeatedly, the Chief Minister took aim at the AAP government in Punjab, accusing it of making grand promises before elections and failing to honour them after coming to power. He pointed to contradictory claims made by AAP leaders on compensation to farmers affected by floods, stating that conflicting figures being quoted in different states expose the lack of seriousness and coherence in governance. According to Saini, Punjab today faces deep-rooted issues such as rising drug abuse among youth, shrinking employment opportunities and widespread public dissatisfaction with the ruling dispensation.

The Haryana Chief Minister also trained his guns on the Congress government in Himachal Pradesh led by Chief Minister Sukhvinder Singh Sukhu. He said that like Punjab, Himachal Pradesh too witnessed tall promises ahead of elections, especially regarding financial support to women, which have failed to translate into real benefits on the ground even years later. In contrast, Saini highlighted that Haryana backed its commitment with budgetary allocation, ensuring direct financial assistance to women beneficiaries through welfare schemes.

Projecting Haryana as a benchmark state, Saini outlined a series of functional benefits delivered by his government. He said Haryana is the only state in the country where all crops are procured at Minimum Support Price, with payments credited directly into farmers’ bank accounts within 48 hours. This, he said, has strengthened trust between farmers and the government while ensuring complete transparency.

He further highlighted that low-income families earning less than ₹1.80 lakh annually are being provided LPG cylinders at a highly subsidised rate, benefiting lakhs of women across the state. In the healthcare sector, Saini said Haryana has eliminated the financial burden of dialysis by making the treatment completely free in government hospitals, a move that has brought relief to thousands of families.

On development and employment, the Chief Minister said his government is focusing on long-term industrial growth rather than short-term populism. Ten new Industrial Model Townships are being developed across districts, along with the establishment of advanced AI hubs in Gurugram and Panchkula. He said balanced regional development remains a priority so that no area of Haryana is left behind.

Saini also contrasted law and order situations, stating that Haryana follows a zero-tolerance policy against crime. He said gangsters have no place in the state, and recent actions, including bringing back criminals from abroad to face justice, demonstrate the government’s firm resolve.

Taking an indirect swipe at the Congress leadership, the Chief Minister said opposition parties have lost public confidence and are now resorting to baseless narratives to mislead people. He said repeated shifts in allegations—from constitutional threats to EVM tampering and now claims of “vote theft”—reflect political desperation rather than genuine concern for democracy.

Concluding his address, Saini dismissed allegations of discrimination in fund allocation by the Centre, stating that financial assistance is distributed transparently and as per rules to all states. He alleged that opposition-ruled states, instead of introspecting on governance failures, are attempting to deflect blame onto the central government.

By positioning Haryana’s delivery-based governance against what he described as policy paralysis in Punjab and Himachal Pradesh, Nayab Singh Saini made it clear that the BJP intends to take this comparison to the political battlefield, projecting Haryana as a working alternative to opposition-led administrations.
