Massive protests erupted in Leh, Ladakh, on September 24, 2025, as demonstrators demanding statehood and inclusion under the Sixth Schedule clashed with authorities. The protests turned violent, with hundreds of people setting fire to the Bharatiya Janata Party (BJP) office and several vehicles. Flames and dark smoke clouds were visible from afar amid a complete shutdown in the Ladakh capital.

In response to the escalating situation, Leh District Magistrate Romil Singh Donk issued prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), banning assembly of five or more persons in the district. The order prohibits processions, rallies, and marches without prior written approval from the competent authority. Additionally, the use of vehicle-mounted or other loudspeakers without approval is strictly forbidden, as are statements that could disturb public tranquility or lead to law and order problems.

The district magistrate emphasized that immediate prevention and remedial measures are necessary to maintain public order and tranquility. Any violation of the order will invite punitive action under Section 223 of the BNS. The Leh Apex Body-led movement’s violent turn has raised concerns about potential disturbances to public peace and danger to human life, prompting authorities to take strict measures to restore order.
