Haryana has approved a new digital framework for identifying and designating “prime khasras”, marking another step in the state’s effort to modernise land-record management and bring greater consistency to revenue administration.
The Revenue and Disaster Management Department has approved a dedicated Prime Khasra Module on the Revenue Haryana portal, along with a Standard Operating Procedure (SOP) and Version 1.0 of a user manual. The new arrangement is intended to give authorised revenue officials across the state a common process for examining records, verifying supporting documents and determining prime khasras.
Financial Commissioner, Revenue and Disaster Management, Dr Sumita Mishra said the module has been designed to allow authorised officers to complete the process through a prescribed digital workflow. Officials will be able to examine relevant land records, upload required documents and proceed with the selection and determination of a prime khasra in accordance with the approved procedure.
The importance of the move lies not simply in digitisation, but in the attempt to standardise a process that can otherwise vary between offices. By placing verification and documentation within a defined digital framework, the department aims to reduce procedural differences and provide officials with a uniform reference point when dealing with prime khasras.
Land records are a critical part of local administration because they underpin revenue processes and a wide range of matters involving land. The quality of these records and the consistency with which they are maintained can therefore affect public confidence in the revenue system. The new module seeks to strengthen that process by linking verification, documentation and final determination through a structured digital system.
The approved SOP sets out the operational framework for implementing the module across Haryana. It explains the process to be followed and clarifies the responsibilities of officials involved at different stages. The objective is to ensure that the same broad procedure is followed irrespective of the district or revenue office handling the case.
To make implementation easier, the department has also approved a user manual containing step-by-step instructions and screenshots explaining how the module works. The manual is intended to serve as a practical reference for officials and can also support training and capacity-building as the digital process is rolled out.
According to the department, the SOP and user manual were prepared after internal scrutiny, while the Prime Khasra Module has already undergone testing. Test cases and a security certificate have also been included with the supporting documentation. The department has therefore sought to address procedural and technical requirements before wider implementation.
The approved guidelines will be circulated to divisional commissioners, deputy commissioners, sub-divisional officers (civil), tehsildars and naib tehsildars. Making the documents available to officials at different levels is expected to provide clarity on how the module should be used and what steps must be followed during verification and determination.
The SOP and user manual will also be uploaded on the departmental portal. Officials will be able to consult the documents when required and use them as reference material during training and day-to-day operations. This is intended to make the transition to the digital workflow more consistent rather than leaving individual offices to interpret the process independently.
Dr Mishra described the approval of the Prime Khasra Module as another significant step towards strengthening digital revenue administration in Haryana. Under the new framework, record verification, supporting documentation and the determination of prime khasras will form part of a defined digital process.
The reform reflects a broader shift in public administration, where digital tools are increasingly being used not merely to replace paper records but also to standardise procedures and create clearer administrative trails. In land administration, that distinction is particularly important because the value of a digital system ultimately depends on the accuracy of the underlying records and the quality of verification carried out by officials.
The next test will be implementation. Effective training, the quality and completeness of existing land records, accurate uploading of supporting documents and adherence to the approved SOP will be crucial to the system’s performance. Technology can provide the framework, but the reliability of the final record will continue to depend on careful verification at the field level.

By combining an online module with an approved SOP, user guidance and a documented testing process, the government is seeking to make the identification of prime khasras more uniform, traceable and transparent.
