1995-batch AGMUT cadre IAS officer to succeed Atal Dulloo following Ministry of Home Affairs order

The Government of India has appointed senior IAS officer Dr Sajjan Singh Yadav as the next Chief Secretary of Jammu and Kashmir, marking a change at the top of the Union Territory’s administrative establishment. A 1995-batch officer of the AGMUT cadre, Dr Yadav will succeed Atal Dulloo, a 1989-batch IAS officer, under an order issued by the Ministry of Home Affairs on October 24, 2026.

According to the order, Dr Yadav’s transfer from Delhi will take effect on November 1, 2026, or from the date he assumes charge, whichever is later. He is currently serving as Chief Executive Officer of the Delhi Jal Board in the rank of Additional Chief Secretary.

Alongside his responsibilities at the Delhi Jal Board, Dr Yadav has held additional charge as Additional Chief Secretary, Industries, since June 2026. He has also served as Chairperson of the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC).

His recent central government assignments include empanelment for appointment as Secretary or equivalent and elevation as Special Secretary in the Department of Expenditure, Ministry of Finance, on March 31, 2026. He was subsequently repatriated to his parent cadre on June 3, 2026.

Dr Yadav’s appointment comes ahead of the completion of Atal Dulloo’s extended tenure as Chief Secretary. The transition will place a senior AGMUT cadre officer at the head of Jammu and Kashmir’s administration at a time when coordination between government departments and implementation of development and governance priorities remain central to the Union Territory’s administration.

Dr Yadav will formally take charge in accordance with the Ministry of Home Affairs’ order.
