Haryana to Develop Smart Agriculture and Smart Industrial Zones, Announces CM Naib Singh Saini

Haryana Chief Minister Shri Naib Singh Saini on Thursday announced two major initiatives aimed at strengthening the state’s agrarian and industrial economy. The state will soon develop one Smart Agriculture Zone and one Smart Industrial Zone, designed to offer special facilities and modern infrastructure to farmers and industrialists, thereby boosting productivity, investment and employment.

The Chief Minister made these announcements while chairing a high-level review meeting of the Industry and Commerce Department to assess the implementation status of budget announcements made in the previous financial year. Industry and Commerce Minister Rao Narbir Singh was also present during the meeting.

Reviewing the progress of worker housing projects in major industrial hubs such as IMT Manesar, Bawal and Kundli, the Chief Minister directed officials to prepare comprehensive plans for providing affordable residential facilities wherever there is a requirement for industrial workers’ housing. He instructed that such plans should be prepared in consultation with concerned industrial associations. He said that affordable accommodation near workplaces would not only improve the quality of life of workers but also enhance productivity and efficiency in industries.

During the meeting, it was informed that the portal launched by the Chief Minister on Good Governance Day, December 25, 2025, to regularize illegal industrial colonies having at least 50 factories has started yielding positive results. Industrialists are actively registering their units on the portal. Once these colonies are regularized, entrepreneurs will be able to avail various government schemes in a timely manner and will be spared the burden of repeatedly visiting government offices to complete formalities across departments.

The Chief Minister was also briefed that the long-pending issues related to industrial plots allotted by the Haryana Urban Development Authority (HSVP) in various industrial estates have now been resolved. As per last year’s budget announcement, the complete control of these plots has been transferred to the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC). Earlier, industrialists were facing difficulties in obtaining occupation certificates and project completion certificates due to jurisdictional overlaps. The state government’s decision has brought major relief to industrial plot holders.

It was further informed that the announcement made in the previous budget regarding concessional land allotment for ESIC hospitals and dispensaries has also been implemented. In the future, land required for setting up ESIC hospitals or dispensaries from HSVP, HSIIDC, panchayats or other government departments will be provided at 75 percent concessional rates.

The Chief Minister was apprised that the validity of the “Haryana Atmanirbhar Textile Policy 2022–25” has been extended by one year, till December 2026. He also directed officials to upgrade basic infrastructure such as sewerage systems, roads, drinking water supply and street lighting in older industrial areas that are now surrounded by expanding urban settlements.

Emphasizing the need to promote innovation and entrepreneurship, Shri Saini directed that incubation centres be established in all industrial estates to provide startups with workspace at concessional rates. Officials informed that land has already been identified for an incubation centre focused on Artificial Intelligence and Quantum Computing Technology at IMT Manesar, and another for the Electric Vehicle and Automotive Sector at IMT Kharkhoda. The process to set up similar centres at other locations is underway.

The Chief Minister also reviewed the progress of several key budget announcements, including the development of 10 new Industrial Model Townships (IMTs), implementation of the “One District One Product” programme, development of a zero water wastage industrial area as a pilot project at IMT Manesar, expansion of IMT Kharkhoda, establishment of an IMT in Ambala in the first phase, setting up an IMT in Mahendragarh district, launching a “Make in Haryana” initiative on the lines of Make in India, and construction of a cultural centre in Gurugram. He directed officials to accelerate work on all these initiatives.

In addition, the Chief Minister conducted a detailed review of the announcements made in the government’s election manifesto and instructed officials to ensure their speedy implementation.

Senior officials present at the meeting included Chief Minister’s Chief Principal Secretary Rajesh Khullar, Principal Secretary Arun Kumar Gupta, Commissioner and Secretary (Finance) Mohammad Shayin, Commissioner and Secretary (Industry and Commerce) Dr Amit Aggarwal, Director General Yash Garg, Managing Director of HSIIDC Dr Aditya Dahiya, along with other senior officers.
