In a clear push toward administrative efficiency and accountability, the government of Haryana has directed all departments to ensure that pending files on the Centralized Financial Management System (CFMS) are cleared within a strict 15-day timeframe. The directive, issued by Chief Minister Nayab Singh Saini, signals a sharper governance approach aimed at eliminating bureaucratic delays and improving service delivery across the state.
The instructions were given during a high-level review meeting held at the Civil Secretariat in Chandigarh, where the Chief Minister assessed the progress of digital governance tools, including the Human Resource Management System (HRMS 2.0) and the adoption of e-Office platforms. The meeting focused on streamlining administrative workflows and reinforcing accountability mechanisms within departments.
Saini emphasized that delays in file movement directly impact governance outcomes and public service delivery. He made it clear that timely disposal of files is not merely an administrative formality but a critical factor in ensuring that development projects and welfare schemes proceed without disruption. By mandating a maximum 15-day window for clearing pending cases through the CFMS portal, the government aims to create a culture of time-bound decision-making.
The Chief Minister also called for a comprehensive review of all pending cases within departments, directing senior officials to identify bottlenecks and fix responsibility at every level. According to officials present at the बैठक, departments have been instructed to closely monitor file movement and ensure that updates are regularly reflected on the digital platform, thereby maintaining transparency and traceability in governance processes.
A significant part of the discussion centered around the expansion and effective implementation of e-Office systems. Saini noted that full adoption of digital file management would not only accelerate administrative processes but also reduce paperwork, minimize human errors, and enhance transparency. He directed that monthly reviews be conducted to track progress, adding that he would personally monitor the implementation to ensure compliance.
The government is also placing strong emphasis on the rollout of HRMS 2.0, an upgraded human resource management platform designed to integrate multiple administrative functions. The Chief Minister instructed all departments to adopt the system’s 18 modules in a structured manner, ensuring uniformity and ease in managing personnel-related processes. He further reviewed the status of the legislative framework supporting HRMS 2.0, including the notification of the relevant Act and timelines for its implementation.
Saini underlined the importance of continuous evaluation under the new system, directing officials to regularly assess compliance levels and identify pending tasks for immediate resolution. He also stressed a balanced approach to governance, where efficient officers and employees are recognized and encouraged, while negligence or delays are dealt with through strict action.
Senior officials, including Chief Secretary Anurag Rastogi and other key administrative heads, were present during the meeting, reflecting the importance the government is placing on administrative reforms.
