Haryana Clears Major Industrial Push: High-Value Incentives Approved to Drive Investment, Jobs and Manufacturing Growth

In a significant policy move aimed at accelerating industrialisation and employment generation, the Haryana Government has approved a series of high-value incentive packages for multiple industrial projects across key sectors, including drones, auto components, advanced manufacturing and battery technology. The decisions were taken at the 19th meeting of the Haryana Enterprise Promotion Board (HEPB), chaired by Chief Minister Nayab Singh Saini in Chandigarh.

The meeting marked a renewed push by the state to position itself as a competitive manufacturing hub, with a clear focus on attracting both domestic and global investors. Senior officials indicated that the projects approved during the meeting are expected to bring substantial capital inflows while creating hundreds of direct employment opportunities for local youth, alongside strengthening ancillary industries.

The approvals were based on recommendations made by the Executive Empowered Committee (EEC), headed by the Principal Secretary to the Chief Minister, reflecting a structured approach to industrial policy implementation. Haryana’s Industry and Commerce Minister Rao Narbir Singh was also present during the deliberations, underlining the government emphasis on coordinated policy execution.

Among the major approvals, BEUMER India Private Limited has been granted a special incentive package of ₹43.05 crore under the Haryana Enterprise and Employment Policy 2020. The company plans to establish a state-of-the-art intralogistics systems manufacturing facility in Jhajjar district. This project is expected not only to enhance industrial infrastructure but also generate employment for approximately 138 individuals, particularly in high-skill manufacturing roles.

In a move aligned with emerging technologies and defence manufacturing priorities, AITMC Ventures Limited has been sanctioned an incentive package of ₹58.51 crore. The company will set up a drone and drone components manufacturing hub in Hisar. This initiative is expected to significantly boost Haryana’s footprint in the aerospace and defence supply chain while creating around 800 jobs, making it one of the most employment-intensive projects approved in the meeting.

Further strengthening the manufacturing ecosystem, Abhyuday Print Industries Private Limited has received approval for an incentive package of ₹31.68 crore. The company’s investment in advanced packaging materials manufacturing is expected to support industrial supply chains while generating employment for over 100 individuals.

The auto components sector, which remains a backbone of Haryana’s industrial economy, also saw substantial support. Mark Exhaust Systems Limited has been granted ₹39.95 crore to establish a manufacturing unit in Jhajjar, creating over 120 jobs and reinforcing the state’s position in automotive manufacturing. Similarly, Subros Limited has received one of the largest incentive packages, amounting to ₹89.91 crore, for setting up a new facility in Kharkhoda, Sonipat. This project alone is expected to create more than 200 employment opportunities and strengthen the broader auto ecosystem.

Jai Bharat Maruti Limited has also been approved for incentives worth ₹43.76 crore, further consolidating Haryana’s dominance in the auto and auto-components sector, which already hosts several major national and global players.

In the packaging and beverage segment, Canpack India has been sanctioned ₹35.21 crore for expanding its aluminium can manufacturing capacity in the Mewat region, while Kandhari Beverages Private Limited has received approval for a revised incentive package of ₹157.83 crore under the earlier Enterprise Promotion Policy 2015. The reflects the governemnts flexibility in supporting large-scale investments and ensuring long-term industrial sustainability.

The meeting also addressed the strategic battery manufacturing sector, granting a one-year extension to ATL Battery Technology (India) Private Limited for its lithium-ion cell and battery manufacturing project in Sohna, district Nuh. This project is seen as critical to supporting India’s electric mobility ambitions and energy storage needs.

Senior officers, including Chief Principal Secretary Rajesh Khullar, Principal Secretary Arun Kumar Gupta, Industries and Commerce Department officials, and other senior bureaucrats, participated in the meeting, highlighting the adminstrative priority being accorded to industrial growth.

Chief Minister Nayab Singh Saini reiterated the governments commitment to creating a robust industrial ecosystem that balances investment growth with employment generation. He emphasised that such initiatives would not only strengthen Haryana’s economic base but also provide sustainable livelihood opportunities for its youth.

Policy analysts view these decisions as part of a broader strategy to position Haryana as a key player in next-generation manufacturing sectors, particularly in areas like drones, electric mobility, and high-value industrial production. With targeted incentives and infrastructure support, the state appears to be signalling a long-term vision aimed at economic resilience and industrial diversification.

As Haryana moves forward with these projects, the coming months will be crucial in determining how effectively these investments translate into on-ground economic activity, job creation, and industrial expansion.
