Heated Winter Session: Haryana Assembly Debates No-Confidence Motion Amid Farmer Debt Crisis

The Haryana Legislative Assembly’s winter session on 19 December 2025 was marked by intense political confrontations, substantive policy disclosures, and dramatic developments as the ruling Bharatiya Janata Party (BJP) government faced its first no-confidence motion since assuming power under Chief Minister Nayab Singh Saini. The opposition Indian National Congress (INC), led by Leader of the Opposition Bhupinder Singh Hooda, pressed its case forcefully on the floor of the House, articulating deep dissatisfaction with the government’s performance on key socio-economic issues, particularly the agrarian crisis, public infrastructure, and governance.

Proceedings began with regular business but quickly shifted to the no-confidence motion, which was admitted by Speaker Harvinder Kalyan under the rules of procedure. The motion, tabled by the Congress, sharply criticized the state administration, accusing it of mismanaging law and order, failing to arrest the rising tide of unemployment, ignoring deteriorating public services, and deepening farmer distress. Congress members framed their arguments as existential concerns for rural Haryana, pointing to widespread debt burdens and agrarian uncertainties that they claim the government has failed to mitigate effectively.

Chief Minister Saini defended his government’s record robustly. Drawing attention to policy efforts aimed at economic development, infrastructure expansion, and employment creation, he urged legislators to recognize the complex national and global economic headwinds affecting all states. The Chief Minister also emphasised initiatives to streamline governance and enhance service delivery, including efforts to incentivize investment and demand-led schemes for vulnerable sections. Despite the spirited defence, the atmosphere in the chamber was palpably charged, with frequent interjections, slogan calling, and sharp exchanges between treasury and opposition benches.

Interwoven with the no-confidence debate was the disclosure by Chief Minister Saini of alarming figures on farm indebtedness across Haryana. He reported that over 25.6 lakh farmers were burdened with outstanding loans totaling upwards of ₹60,800 crore, a figure that underscores the depth of agrarian distress in the state. The Chief Minister outlined several relief mechanisms including interest subsidy schemes for prompt repayments, zero-interest crop loans up to stipulated limits from cooperative banking channels, and extensions of earlier one-time settlement initiatives aimed at reducing debt stress.

The assembly also saw contouring of political rhetoric around education infrastructure and public services. Opposition legislators leveraged question hour and special mentions to highlight dilapidated school facilities and perceived gaps in civic amenities, pressing ministers for accountability. Rounds of applause and dissent punctuated these exchanges, underscoring the assembly’s tenor as one that straddles policy debate and political theatre. The no-confidence motion debate is set to continue into subsequent days of the winter session, with observers anticipating strategic alignments and potential shifts in legislative alliances as the discussion unfolds.
