Haryana Chief Minister Mr. Nayab Singh Saini said that the Vikasit Bharat – Employment and Livelihood Guarantee Mission (Rural) Act , 2025, guarantees corruption-free rural employment. This rural employment policy ensures more guaranteed workdays , higher wages , transparent payments, and the creation of durable assets. This new law eliminates corruption and flaws in the earlier MNREGA scheme.

Addressing a press conference in Chandigarh on Monday, the Chief Minister said that Prime Minister Narendra Modi has launched the Vikasit Bharat-Ji Ram Ji scheme, another historic step in the welfare of workers and the development of villages. This issue touches millions of rural workers , farmers, and hardworking families across the country.

Cabinet Ministers Dr. Arvind Sharma , Mr. Ranbir Gangwa , Mr. Krishna Kumar Bedi , Chief Principal Secretary to the Chief Minister Mr. Rajesh Khullar and Media Secretary to the Chief Minister Mr. Praveen Atray were also present on the occasion.

He said the VBG-RamG Act aims to support genuine worker beneficiaries who were cheated by previous governments. The Act provides for real-time monitoring of projects , ensures transparency in wage payments, and provides higher wages to workers by increasing guaranteed employment. These workers will now work toward building a developed India , not filling the coffers of corrupt contractors , officials, or politicians.

It is necessary to change the old systems with changing times and the structures full of flaws.

The Chief Minister said that the MNREGA scheme was launched nearly 20 years ago. The very nature of MNREGA and many similar schemes is such that they are formulated , passed , implemented, and even improved. Many problems arose under MNREGA , such as the use of machines instead of workers , overestimated budgets , redoing of already completed projects , and many other shortcomings . However, the reality is that the country , society, and the rural economy have fundamentally changed over the past 20 years. Rural poverty has declined from over 25 percent in 2011-12 to less than 5 percent today . This means that due to the positive policies of the current central government, more than 25 percent of people have come out of the poverty line.

He said that under the Prime Minister’s leadership, digital connectivity , banking services , DBT , Aadhaar, and infrastructure have expanded unprecedentedly over the past decade . Therefore, continuing to maintain an outdated , flawed structure without reform was neither in the interests of workers nor the nation.
