Nayab Singh Saini Reviews Haryana’s ‘Seva Sankalp Abhiyan’, Puts Focus on Grassroots Outreach and Public Service

Haryana Chief Minister Nayab Singh Saini has stepped up preparations for the month-long ‘Seva Sankalp Abhiyan’, positioning the programme as a major public outreach and service initiative across the state to mark Prime Minister Narendra Modi’s 25 years in public life.

Saini chaired a state-level review meeting at Haryana Niwas in Chandigarh on Saturday, where he took stock of preparations for the campaign, scheduled to run from September 17 to October 17. Senior ministers and officials were asked to ensure that the programme is implemented in a coordinated, effective and time-bound manner across the state.

The campaign is being organised around the theme of public service, citizen participation and delivery of government schemes at the grassroots. Its timing is also politically significant, as the BJP seeks to strengthen its connect with beneficiaries and ordinary citizens across Haryana while projecting the performance of the Narendra Modi government and the Saini-led state government.

According to the campaign framework reviewed by the state administration, one of its principal components will be ‘Seva Setu – Sarkar Aapke Dwar’. Camps will be organised at block and Assembly constituency levels, enabling citizens to obtain information about Central and state welfare schemes and, wherever possible, receive assistance in accessing benefits without repeatedly visiting government offices.

The emphasis on taking government services closer to citizens is particularly important for Haryana, where the BJP government has increasingly sought to present governance as a combination of welfare delivery, technology-driven administration and direct public engagement.

The campaign will not be confined to government offices. The programme envisages a wide range of community-oriented activities, including blood donation, tree plantation, cleanliness drives, health camps, visits to old-age homes and orphanages, educational support for underprivileged children, women’s health and hygiene initiatives, nutrition and anaemia awareness, road safety, water conservation, waste segregation, cyber safety and sports activities.

For the Saini government, this provides an opportunity to turn the anniversary of Modi’s public service into a sustained grassroots mobilisation exercise.

The campaign will also have a strong youth and educational component. Children will be encouraged to participate in drawing and speech competitions, while a national innovation challenge is planned to engage students, young entrepreneurs and technology enthusiasts in developing solutions relevant to governance and grassroots needs.

Another planned feature, ‘Namo Seva Gatha’, will use street theatre and public performances to communicate stories of welfare initiatives, development programmes and public-service efforts. Such programmes are expected to be held in schools, colleges, panchayats, community centres and other public places.

The government has also planned ‘Aangan Ka Utsav’ at Anganwadi centres from September 25 to October 7, with activities focusing on children, mothers, nutrition, healthcare and awareness about welfare schemes.

The campaign will culminate on October 17 with a large ‘Jansevak Mahakumbh’, bringing together elected representatives from the grassroots level, including village sarpanches and municipal representatives, along with legislators and parliamentarians.

At Saturday’s review meeting, Information, Public Relations, Languages and Culture Department Commissioner and Secretary K.M. Pandurang and Director Dr Aditya Dahiya briefed the Chief Minister on preparations, district-wise coordination and the proposed communication strategy.

The scale of participation by the Haryana Cabinet also underlined the political importance being attached to the exercise. Ministers including Krishan Lal Panwar, Rao Narbir Singh, Mahipal Dhanda, Vipul Goel, Dr Arvind Kumar Sharma, Shyam Singh Rana, Ranbir Gangwa, Krishan Kumar Bedi and Aarti Singh Rao attended the meeting, along with Minister of State Gaurav Gautam. Minister of State Rajesh Nagar joined through video conference.

The campaign comes as the BJP is simultaneously preparing to take the message of the Modi government’s welfare schemes and the state government’s achievements directly to beneficiaries. The BJP’s Haryana leadership has described the programme as a month-long celebration of Modi’s 25-year public-service journey, with party workers expected to reach beneficiaries and the wider public across the state. For Saini, the exercise offers a dual opportunity.

At the administrative level, the government can use the campaign to identify people who remain outside the coverage of welfare programmes and help eligible beneficiaries complete the necessary formalities. At the political level, direct interaction with beneficiaries allows the BJP to reinforce its message that government schemes are reaching people at the grassroots.

The distinction is important because welfare politics in Haryana increasingly revolves around the last-mile delivery of benefits. Merely announcing a scheme is no longer sufficient; governments are judged by whether eligible citizens actually receive the intended benefit.

The ‘Seva Setu’ component, therefore, could become one of the most consequential elements of the campaign. If implemented effectively, it would allow the Saini government to combine service delivery with direct public feedback, giving officials a clearer picture of gaps in implementation.

The campaign also fits into the broader BJP narrative around ‘Viksit Bharat 2047’. In Haryana, the state government is expected to use the month-long programme to highlight development, welfare, citizen participation and governance initiatives while connecting them to the larger national vision being promoted by the Modi government.

Yet the success of the campaign will ultimately depend less on the number of events and more on their impact.

For Chief Minister Nayab Singh Saini, the challenge will be to ensure that ‘Seva Sankalp’ does not become merely a series of ceremonial programmes. Its political and administrative value will be considerably greater if citizens can see tangible improvements—whether through easier access to welfare schemes, local service camps, health initiatives, cleanliness drives or direct interaction with government officials.

With preparations now being reviewed at the highest level, Saini has made it clear that the Haryana government wants the campaign to reach beyond Chandigarh and district headquarters and establish a visible presence at the grassroots.

The month-long initiative is consequently being shaped as both a celebration of Narendra Modi’s quarter-century in public life and an opportunity for the Haryana government to strengthen its direct connection with citizens. For the BJP, it is a chance to take the narrative of service, welfare and governance from government files to villages, towns and Assembly constituencies across the state.
