Procurement, Politics and Perception: Saini Takes on Congress While Recasting Haryana’s Farm Narrative

In a politically charged intervention that blends governance with electoral messaging, Haryana Chief Minister Nayab Singh Saini has launched a sharp attack on the Congress, accusing it of misleading farmers on crop procurement while positioning his government as a responsive and system-driven alternative. The statement comes at a crucial time when procurement operations for wheat and mustard are underway across the state, and rural sentiment is beginning to shape the broader political narrative.

Addressing a press conference in Chandigarh, Saini framed the issue not merely as an administrative exercise but as a contrast between two governance models. Without naming it directly as a campaign, the Chief Minister’s remarks carried clear political undertones, targeting the decade-long tenure of the Congress under Bhupinder Singh Hooda. He alleged that during that period, farmers were subjected to systemic inefficiencies, including long waiting periods in mandis, lack of basic infrastructure such as storage facilities, and delayed payments.

Saini asserted that the current administration has moved away from what he described as a “reactive and sluggish system” to a more structured and accountable framework. According to him, the government has deployed a multi-layered monitoring mechanism to ensure smooth procurement. Nodal officers have been assigned to each mandi, senior bureaucrats at the Additional Chief Secretary level are overseeing district-level operations, and elected representatives, including ministers and MLAs, are making regular field visits.

The Chief Minister’s narrative is built around the idea of administrative visibility and accountability, projecting the Bharatiya Janata Party’s governance approach as one that is both proactive and farmer-centric. He emphasized that the government is committed to procuring “every grain” brought by farmers, a statement that carries both assurance and political messaging in a state where agricultural procurement remains a sensitive issue.

At the same time, Saini broadened the political attack by questioning the legacy of Congress policies, suggesting that they were more aligned with familial interests than national or public welfare. He contrasted this with the leadership of Narendra Modi, highlighting initiatives aimed at direct benefit delivery and grassroots outreach. Programs such as the Vikas Bharat outreach were cited as examples of how governance is being taken to the doorstep of beneficiaries, particularly in rural areas.

Beyond the political rhetoric, the Chief Minister also presented data to reinforce the government’s claims on procurement efficiency. Mustard procurement, which began in late March, has seen steady arrivals, with a portion already procured at the minimum support price and payments transferred directly into farmers’ bank accounts through DBT. Wheat procurement, which commenced on April 1, is also progressing, although recent rainfall has temporarily slowed the pace. Officials expect operations to accelerate once weather conditions stabilize.

The use of Direct Benefit Transfer as a central mechanism for payments was highlighted as a key reform, aimed at ensuring transparency and timely compensation. By directly crediting funds into farmers’ accounts, the government seeks to eliminate intermediaries and reduce delays—an issue that has historically been a point of contention in procurement systems.

Saini also addressed concerns arising from unseasonal rainfall earlier in the week, which reportedly caused crop damage in parts of Fatehabad, Hisar, Sirsa and Kurukshetra districts. In response, the government has initiated a digital assessment process, opening an online portal for affected farmers to register their losses. Early data suggests that a significant number of farmers have already submitted claims, covering thousands of acres.

This move is politically significant as well, as it signals a shift toward technology-driven governance while also addressing immediate rural distress. By linking compensation processes with digital platforms, the government is attempting to balance speed with accountability, though the effectiveness of this approach will ultimately depend on ground-level implementation.

The unfolding situation reflects a broader political contest in Haryana, where agricultural issues remain central to voter sentiment. For the BJP government, led by Saini, the challenge is not only to ensure smooth procurement but also to sustain the perception of efficient governance. For the Congress, the task lies in countering this narrative by highlighting gaps and mobilizing farmer concerns.

As procurement continues and weather-related uncertainties linger, the coming weeks are likely to test both the administrative machinery and the political messaging of the state government. In this evolving landscape, Saini’s assertive positioning suggests that procurement is no longer just an economic process—it has become a key battleground in Haryana’s political discourse.
