Haryana Chief Minister Nayab Singh Saini Unveils Digital Reform in Procurement, Announces QR-Based J-Forms for Farmers via WhatsApp

Chandigarh: In a significant push toward digitisation and transparency in agricultural procurement, Nayab Singh Saini has announced that farmers across Haryana will soon receive QR code-enabled J-Forms directly on their WhatsApp accounts. The initiative, set to roll out next week, is aimed at simplifying access to institutional credit and other post-harvest services, while eliminating procedural bottlenecks that traditionally plagued mandi operations.

Addressing a press conference in Chandigarh, the Chief Minister outlined a broader digital ecosystem that the state government is building around farm procurement. He revealed that from the next crop season, a dedicated mobile platform—Kisan e-Kharid App—will be launched. This application will integrate multiple services including J-Forms, real-time payment tracking, land sowing and crop verification status, and gate pass scheduling. The move is expected to significantly reduce delays, enhance transparency, and empower farmers with real-time information about their produce and payments.

Saini emphasized that Haryana has witnessed an unprecedented wheat procurement season in 2026–27, breaking records of the past four years. According to official figures, over 8.148 million metric tonnes of wheat have arrived in state mandis so far, with a total valuation exceeding ₹21,000 crore. Notably, a single-day record procurement of 771,000 metric tonnes was registered on April 11, reflecting both strong agricultural output and improved procurement efficiency.

The Chief Minister highlighted that more than 580,000 farmers have already brought their produce to mandis this season. Of the total arrivals, nearly 97 percent—amounting to over 7.9 million metric tonnes—has undergone biometric verification, ensuring authenticity and eliminating the scope for fraudulent transactions. He noted that farmers are increasingly adapting to digital systems and placing trust in transparent governance mechanisms.

Out of the total arrivals, over 7 million metric tonnes have already been procured, while approximately 3.456 million metric tonnes have been lifted from mandis. Saini pointed out that the pace of lifting has accelerated significantly since April 18, with daily movement reaching nearly 350,000 metric tonnes. He contrasted this with previous years, stating that the current system has streamlined operations and ensured timely payments to farmers.

Taking a swipe at earlier administrations, the Chief Minister remarked that the procurement process before 2014 was marred by inefficiencies, lack of transparency, and delayed payments. Farmers often had to wait in long queues with paper-based tokens and endure weeks or even months before receiving their dues. He asserted that the introduction of digital platforms has transformed this landscape, making Haryana a leading state in implementing Minimum Support Price procurement across all major crops.

Further strengthening the system, the government has implemented geo-fencing across 416 mandis and 281 procurement centres. This ensures that transactions cannot occur outside designated areas, effectively curbing irregularities. Surveillance has also been enhanced with over 900 CCTV cameras installed across mandis to monitor procurement activities in real time.

The Chief Minister also addressed concerns arising from recent unseasonal rains and hailstorms, which affected crop quality in certain regions. In response, the government has relaxed quality norms to safeguard farmers’ interests. The permissible limit for grain shine loss has been increased up to 70 percent, while the threshold for damaged or shriveled grains has been expanded from 6 percent to 15 percent. These measures, implemented from the start of the procurement season, aim to ensure that farmers do not face financial losses due to weather-related damage.

In addition to procurement reforms, Saini underlined the state’s continued financial support to farmers. Over the past eleven years, the government has disbursed more than ₹16,000 crore as compensation for crop damage and insurance claims under central schemes. Furthermore, under the income support initiative, over two million farmers have received cumulative financial assistance exceeding ₹7,500 crore through direct benefit transfers.

The Chief Minister also announced an increase in commission rates for commission agents, raising it from ₹33.75 per quintal to ₹55 per quintal, acknowledging their role in the procurement ecosystem.

With over one million farmers registered on the “Meri Fasal Mera Byora” portal and more than 1.3 million digital gate passes issued this season, Haryana’s agricultural procurement system is undergoing a rapid digital transformation. Saini asserted that these reforms are not merely administrative changes but part of a broader vision to modernise agriculture, ensure fair pricing, and build trust between farmers and the state.

As Haryana continues to position itself as a model for agricultural governance, the integration of technology with traditional mandi systems signals a shift toward a more efficient, transparent, and farmer-centric approach—one that could set benchmarks for other states to follow.
