Setting out an ambitious blueprint for Haryana’s next phase of economic transformation, Chief Minister Nayab Singh Saini has announced a series of initiatives aimed at positioning the state as a leading destination for startups, manufacturing, innovation and entrepreneurship. Anchored in the broader “Haryana Vision@2047” framework, the proposed measures seek to create employment, promote self-employment and strengthen the state’s industrial ecosystem through policy reforms, infrastructure development and targeted investments.
Chairing a high-level review meeting at the Civil Secretariat on the Vision-to-Action Plan under Haryana Vision@2047, the Chief Minister directed officials to ensure that every district develops a vibrant startup ecosystem. He stressed that aspiring entrepreneurs should receive seamless administrative support and that bureaucratic hurdles should not become an obstacle for those seeking to establish new businesses.
The meeting, attended by senior officials from the MSME Department, Industries Department, Startup Mission and Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), focused on translating long-term policy goals into actionable development strategies.
A major highlight of the government’s roadmap is the decision to promote startups across all districts by creating a more entrepreneur-friendly environment. Dedicated Startup Facilitation Officers will be deployed at the district level to provide handholding support to innovators, guide them through regulatory procedures and connect them with government schemes, funding opportunities and incubation networks.
To further improve the ease of doing business, the government plans to establish a State Innovation and MSME Council along with a Startup Advisory Council, Haryana. The state’s Single Window Clearance System will also undergo restructuring to reduce the approval period for business proposals from the existing 45 days to 30 days, with a long-term objective of cutting approval timelines by nearly half.
The Chief Minister also unveiled plans to establish a modern Wooden Zone and Wooden Market at Barwala. The project aims to create organised commercial infrastructure, including modern showrooms for the timber and furniture sector, thereby boosting local businesses, generating employment and increasing incomes for artisans and traders associated with the industry.
Emphasising the importance of indigenous products and local enterprises, Nayab Singh Saini directed officials to organise district-level Swadeshi fairs across Haryana through a structured annual calendar. He also instructed departments to expand the participation of Self-Help Groups (SHGs), particularly women-led groups engaged in products such as handmade rakhis and traditional crafts. To provide these products with wider market access, the government plans to facilitate their integration with leading e-commerce platforms, including Walmart and Amazon, enabling rural producers to reach national and international consumers.
Industrial expansion remains another key pillar of the Vision 2047 strategy. Officials informed the Chief Minister that ten new industrial clusters will be established under the state’s flagship PADMA scheme in different districts. These clusters are expected to promote sector-specific manufacturing, strengthen supply chains and attract fresh investments into Haryana’s industrial landscape.
To address one of the biggest challenges faced by emerging enterprises—access to capital—the government is setting up a ₹2,000 crore Haryana Startup Fund of Funds to provide growth capital to startups. This initiative will complement the already operational ₹250 crore Atmanirbhar Startup Venture Fund, creating a comprehensive financial ecosystem to support innovation-driven businesses at different stages of growth.
Recognising that industrial development must be supported by a skilled workforce, the government has also outlined an extensive rural skill development programme. One hundred high-potential rural locations across the state have been identified for specialised skill centres based on local economic strengths. These include bead manufacturing in Hisar, handloom production in Panipat, agricultural machinery and dairy-related skills in Karnal, and pottery in Yamunanagar. The objective is to align vocational training with regional industries and create sustainable employment opportunities within local communities.
The meeting also reviewed plans to modernise Industrial Training Institutes (ITIs) under the PM SETU initiative. New industry-oriented courses will be introduced, while at least 25 ITIs are expected to be adopted by private industries to strengthen practical training and improve employment outcomes. Officials indicated that the initiative aims to achieve direct placement for more than 70 per cent of trainees.
The government’s industrial vision also places considerable emphasis on sustainability and green manufacturing. Under a new policy framework, more than 2,000 Micro, Small and Medium Enterprises (MSMEs) adopting rooftop solar energy systems will receive financial incentives. Additionally, a Green Hydrogen Project with an annual production capacity of 10,000 tonnes is proposed in Panipat, signalling Haryana’s intention to emerge as a key player in India’s clean energy transition.
Women-led entrepreneurship forms another significant component of the roadmap. Through the Mahila Udyamita Manch initiative, the government has earmarked ₹11.5 crore to provide mentoring, capacity building and financial linkages to nearly 500 to 600 aspiring women entrepreneurs. To make industrial workplaces more inclusive, childcare centres (crèches) will also be established in industrial estates, enabling greater workforce participation by women.
In the technology sector, the government plans to develop Kurukshetra, Hisar and Rohtak as alternative Information Technology hubs inspired by the successful Technopark model in Thiruvananthapuram. The initiative is expected to diversify Haryana’s IT ecosystem beyond the National Capital Region and encourage balanced regional development.
Officials further informed the Chief Minister that two upcoming policy frameworks—the Make in Haryana Industrial Policy 2026 and the Haryana Progressive MSME and Export Promotion Policy 2026—will focus on attracting large-scale domestic and international investments while strengthening the state’s export competitiveness and promoting environmentally sustainable industrial practices.
Concluding the meeting, Chief Minister Nayab Singh Saini reaffirmed the government’s commitment to transforming Haryana into a globally competitive industrial and innovation-driven economy by 2047. He said the state’s long-term vision is centred on creating employment, encouraging entrepreneurship, supporting rural industries, empowering women and ensuring that every district contributes to Haryana’s economic growth story.
