Haryana’s Road to Safety: ₹74.5 Crore Budget Approved to Curtail Fatalities and Enhance Emergency Response

In a significant move to enhance road safety and drastically reduce accident fatalities, the Haryana Road Safety Fund Management Committee has approved a substantial budget of ₹74.5 crore for the fiscal year 2025-26. This comprehensive allocation underscores the state government’s unwavering commitment to making Haryana’s roads safer for all commuters and strengthening its emergency response systems, building on consistent efforts that have already yielded positive results in reducing accident figures.

The decision was taken at a crucial meeting chaired by Chief Secretary Anurag Rastogi, who emphasized that the allocated funds are specifically aimed at reducing road accident fatalities and improving emergency response mechanisms across the state. The strategic investment reflects a proactive approach to address a critical public health and safety concern.

A groundbreaking initiative within this budget is the allocation of ₹25 crore to the Public Works Department (B&R) for the launch of a first-of-its-kind ‘School Zone Road Safety Treatment project’ in Haryana. This specialized project aims to make school vicinities safer for children, ensuring designated pedestrian crossings, clear signage, and traffic calming measures to protect young lives – a vital step towards safeguarding the future generation.

Furthermore, the Health Department has been allocated ₹17.50 crore for the procurement of approximately 50 Basic Life Support (BLS) ambulances. This significant addition to the state’s emergency fleet will dramatically improve response times to accident sites, providing critical pre-hospital care and potentially saving countless lives. Rapid and efficient medical intervention is a cornerstone of effective road safety management, and this investment directly addresses that need.

To enhance surveillance and enforcement, a sum of ₹19 crore has been allocated to the Police Department. This fund is designated for establishing CCTV-based city surveillance systems in 19 districts across the state. These advanced surveillance networks will not only aid in traffic management and accident investigation but also serve as a powerful deterrent against reckless driving, thereby contributing to overall road discipline and safety.

Beyond these major allocations, ₹10 crore has been sanctioned for District Road Safety Committees (DRSCs). These local committees play a crucial role in implementing grassroots safety activities, conducting awareness campaigns, identifying accident-prone spots, and recommending localized solutions. Empowering these committees with dedicated funds ensures that road safety initiatives are tailored to specific district needs and actively involve local communities.

These concerted efforts are already demonstrating tangible results. Official statistics reveal a consistent decline in road accidents and fatalities across Haryana. In 2022, the state recorded 11,105 accidents and 5,596 deaths. These figures improved to 10,438 accidents and 5,195 deaths in 2023, and further decreased to 9,759 accidents and 4,828 deaths in 2024. The positive trend continues into 2025, with preliminary data up to May 25 showing a further reduction to 6,770 accidents and 1,942 deaths. This steady decline underscores the effectiveness of sustained road safety initiatives and policy implementations.

Adding another layer of support for accident victims, the state government has also adopted the Ministry of Road Transport and Highways’ (MoRTH) Cashless Treatment Scheme, 2025. This scheme provides free treatment of up to ₹1.5 lakh per accident victim for a period of seven days from the date of the incident, alleviating the immediate financial burden on families during critical recovery periods. This holistic approach, encompassing prevention, rapid response, and financial support for victims, solidifies Haryana’s commitment to creating a safer road environment for all its citizens.
