Panipat, July 25 — Emphasizing a no-nonsense approach toward governance and public welfare, Union Minister for Power, Housing and Urban Affairs Manohar Lal today called upon government officials to prioritize the effective implementation of public welfare schemes. Chairing the District Development Coordination and Monitoring Committee (DISHA) meeting in Panipat, the Minister underlined the importance of ensuring that only those schemes that genuinely benefit people should continue. If a particular scheme is not working effectively, officials should recommend its discontinuation without hesitation, he said.
Addressing a full house of district and departmental officers, local legislators, and DISHA committee members, the Minister asserted that the fundamental objective of any welfare scheme is to reach the right beneficiaries at the right time. He invited suggestions for improving existing schemes, stating that appropriate amendments can be made wherever necessary to enhance their impact. “Laws and regulations are made for the benefit of the people, and if any scheme fails to meet that purpose, we should not hesitate to revise or discontinue it,” he stated.
During the meeting, the Minister conducted a comprehensive review of multiple central and state government schemes listed in the agenda. He instructed all concerned departments to expedite development projects and ensure that the benefits of welfare schemes are disbursed in a timely and transparent manner. Any roadblocks, he emphasized, must be addressed at the earliest through coordination between various administrative arms.
Taking a special interest in public utilities and citizen services, Minister Manohar Lal asked the officials of BSNL to clearly state how their services compare with private telecom companies in serving the general public. Unsatisfied with the response, he directed the BSNL officials to come prepared with detailed reports in the next meeting, listing schemes, service delivery benchmarks, and future plans.
The Minister also turned his attention to agricultural reforms and environmental sustainability. He reiterated the central government’s commitment to promoting Direct Seeding of Rice (DSR) and highlighted the provision of ₹4,500 per acre as an incentive for farmers opting for this method. He urged the committee members and local authorities to actively promote this scheme among the farming community, emphasizing that water conservation is a key priority.
On the employment front, the Union Minister encouraged unemployed youth to explore opportunities under the self-employment model, such as opening Vita milk booths. He said land identification in prominent public areas should be facilitated for eligible applicants so they can set up these booths and earn a sustainable livelihood.
Addressing concerns about discrepancies in the Below Poverty Line (BPL) list, Manohar Lal pointed out that many truly deserving families have been excluded due to incorrect data entries in the Parivar Pehchan Patra (Family ID). He asked the officials to investigate such cases thoroughly, take punitive action against those who entered false data, and ensure that all genuinely poor families are included in the BPL category.
The Minister issued fresh instructions to review the houses being built under the Pradhan Mantri Awas Yojana (PMAY). He urged DISHA committee members to conduct field visits and verify the allotment process. If a rightful beneficiary is missing from the list, their name should be added, and ineligible individuals availing the scheme benefits must be removed, he stressed.
In addition to reviewing infrastructure and housing schemes, the Minister turned attention to the Deendayal Antyodaya Yojana. He asked for a clear mechanism to monitor Self-Help Groups (SHGs), their production outputs, and the certification of their products. To facilitate marketing, he directed the Panipat district administration to establish a ‘Saanjha Bazaar’—a common market platform where SHGs can display and sell their goods, boosting rural entrepreneurship and women empowerment.
Also present at the meeting were Haryana’s Development and Panchayati Raj Minister Krishan Lal Panwar, Education Minister Mahipal Dhanda, Urban MLA Pramod Vij, Samalkha MLA Manmohan Bhadana, Panipat Mayor Komal Saini, along with senior administrative and departmental officials. The meeting concluded with a call for proactive governance, data-based decision-making, and accountability to ensure that the vision of a welfare-oriented state becomes a ground reality.
