Haryana CM Nayab Singh Saini Announces ₹120 Crore Circuit House in Kurukshetra as Seva Sankalp Campaign Begins

Haryana Chief Minister Nayab Singh Saini has announced the construction of a new Circuit House at Kurukshetra at an estimated cost of ₹120 crore, as the state government launched a series of public-service activities under the month-long Seva Sankalp Abhiyan.

The proposed Circuit House will come up on the southern side of the Brahma Sarovar, one of Kurukshetra’s most prominent religious and tourism landmarks. The announcement was made during an event at Purushottampura Bagh, where the chief minister also participated in a blood donation programme and healthcare-related activities.

The announcement comes at a time when Kurukshetra is being projected by the state government as an important destination for religious tourism, heritage and cultural activities. The proposed facility is expected to provide accommodation and administrative infrastructure for visitors and officials, although details of its construction schedule and final design have not yet been announced.

The programme was organised as part of the Seva Sankalp Abhiyan, which began in Haryana on September 17 and is scheduled to continue until October 17. The campaign has been linked to Prime Minister Narendra Modi’s birthday and his 25 years in public life.

Saini also visited a blood donation camp and honoured donors. Two medical mobile units were flagged off during the programme as part of the government’s healthcare outreach. Around 1.25 lakh lamps were also illuminated at Brahma Sarovar during the evening programme.

The chief minister said the campaign was intended to promote public participation in areas such as healthcare, cleanliness, service and development. His remarks connected the state-level programme with the broader political and administrative message of public service being promoted by the BJP government.

The campaign is, however, taking place alongside concerns raised by sections of government employees and teachers over the timing and additional duties associated with the programme. Teachers’ organisations have objected to school-level activities being scheduled close to examinations, saying the additional assignments could affect teaching time.

The government has presented the activities as opportunities for students and citizens to participate in community programmes. Teachers’ representatives, meanwhile, have argued that schools are already under pressure to complete the syllabus and prepare students for examinations.

For Kurukshetra, the Circuit House proposal adds another major public infrastructure project to a city that already attracts pilgrims, tourists and visitors attending religious and cultural events.

The announcement also places infrastructure development alongside healthcare and public participation in the state’s current administrative agenda. Whether the project meets its proposed cost and construction schedule will depend on subsequent approvals, tendering and execution.

The Kurukshetra announcement therefore has two distinct dimensions: a ₹120-crore infrastructure proposal and a wider government campaign centred on public service. The next stage will be the movement from announcement to implementation, including the construction timeline and utilisation of the proposed facility.
