Haryana Presents Rs 2.23 Lakh Crore Budget for 2026–27; CM Nayab Singh Saini Unveils 12 Key Reform Measures

Haryana Chief Minister Shri Nayab Singh Saini has presented a record budget of Rs 2,23,658 crore and 17 lakh for the financial year 2026–27, marking a 10.28 percent increase over the revised estimate of Rs 2,02,816 crore and 66 lakh for 2025–26. Addressing a press conference after tabling the budget in the Haryana Assembly, the Chief Minister said this was his second budget as Finance Minister and described it as a comprehensive roadmap reflecting the aspirations of every citizen of the state. He emphasized that the budget outlines 12 major decisions aimed at empowering women, youth, sportspersons, farmers, entrepreneurs and marginalized sections of society.

Shri Saini stated that the government conducted 13 consultative meetings between January 6 and January 27 across districts from Gurugram to Panchkula, incorporating nearly 5,000 suggestions received through various platforms into the final budget framework. He added that for the financial year 2025–26, the state is set to utilize 98 percent of its total budget allocation, which he termed a historic achievement.

Highlighting the state’s economic growth trajectory, the Chief Minister noted that Haryana’s Gross State Domestic Product (GSDP) stood at Rs 4,37,145 crore in 2014–15 and is projected to rise to Rs 13,67,769 crore in 2025–26. The state’s economic growth rate is estimated at 9.5 percent. Per capita income, which was Rs 1,47,382 in 2014–15, has increased significantly to Rs 3,95,618.

He further announced major financial collaborations with the World Bank, which will provide Rs 2,716 crore for the Haryana Clean Air Project and Rs 5,715 crore for the Water Secure Haryana initiative. Additionally, Rs 474 crore is expected to be approved for the Haryana AI Mission, under which 1,00,000 youth will receive training in artificial intelligence and emerging technologies.

Among the 12 major policy decisions, the Chief Minister announced the formation of a third power distribution company named Haryana Agri Discom to cater specifically to agricultural power needs. The budget also includes HPV vaccination coverage for three lakh adolescent girls, revival of 300 loss-making Primary Agricultural Credit Societies (PACS), implementation of a new Make in Haryana policy to attract investors, and development of Hansi as a state-of-the-art model district.

In the agriculture sector, the government plans to make 1.40 lakh acres of saline land cultivable. Farmers will receive an additional bonus of Rs 2,000 per acre under the Mera Pani-Meri Virasat scheme. The state will also promote smart agriculture clusters for natural farming, distribute 35,000 solar pumps, and expand organic farming initiatives.

Women’s empowerment remains a central pillar of the budget. The Chief Minister announced a target of creating 3 lakh Lakhpati Didis, interest-free loans up to Rs 10 lakh for women to purchase vehicles under the Pink Cab scheme along with skill training, and the opening of 4,000 new fair price shops, 33 percent of which will be reserved for women. The state will also establish seven new women police stations and increase the number of buses dedicated to women passengers from 273 to 500.

Focusing on youth development, Antyodaya and employment generation, the government will provide skill training to rural youth and reserve 20 percent of posts in Haryana Police for Agniveers. Mini Khelo India Centres will be established in every district to strengthen sports infrastructure. Housing initiatives include the construction of 8,000 EWS flats and installation of rooftop solar systems in 2,20,000 homes.

In the health sector, Faridabad District Hospital will be upgraded to a 400-bed facility, while Sonipat and Rewari district hospitals will be expanded to 300 beds each. The budget provides for the establishment of 100 new health sub-centres, 18 dialysis centres and procurement of 70 advanced life support ambulances.

In education and industry, 250 schools will be developed under the CM EEE model. Common Facility Centres for MSMEs will be established, and dedicated Wedding Cities will be developed in Gurugram, Kharkhoda and Pinjore to boost economic activity and organized event infrastructure.

The press conference was attended by Cooperation Minister Dr. Arvind Sharma, Women and Child Development Minister Mrs. Shruti Chaudhary, Social Justice and Empowerment Minister Mr. Krishna Kumar Bedi, Chief Principal Secretary to the Chief Minister Mr. Rajesh Khullar, Principal Secretary to the Chief Minister Mr. Arun Kumar Gupta and Director General of Information, Public Relations and Language Department Mr. K.M. Pandurang.
