Chief Minister Nayab Singh Saini Sets New Governance Roadmap, Orders Major Push for Healthcare, Sanitation, Education and Water Management

Directs completion of drain cleaning by June 30, introduces ward ranking system to improve urban governance

Chandigarh : Haryana Chief Minister Nayab Singh Saini has outlined an ambitious roadmap to strengthen public service delivery by focusing on better healthcare, sanitation, education, water management and technology-driven governance. Chairing a high-level review meeting with the Chief Minister’s Good Governance Associates (CMGGA) and senior government officials at Haryana Niwas, the Chief Minister issued a series of directives aimed at making government services more efficient, transparent and citizen-centric.

The meeting reviewed the progress of key sectors, including solid waste management, human resource development, water management, implementation of the National Education Policy and the Ayushman Bharat health scheme. Senior officials presented detailed reports on achievements, pending works and future action plans, following which the Chief Minister laid down fresh guidelines for speedy implementation and improved monitoring.

Giving top priority to urban sanitation ahead of the monsoon, Nayab Singh Saini directed all Urban Local Bodies to complete the cleaning of major drains, sewers and stormwater channels by June 30 to prevent waterlogging and reduce the risk of disease outbreaks during the rainy season. He also instructed authorities to ensure regular cleaning of street drains and the use of lime wherever necessary to maintain hygiene.

Emphasising the need for cleaner cities, the Chief Minister said household waste should be collected regularly and garbage should not be allowed to accumulate at any location, particularly in high-footfall areas. He further directed the Forest Department to enhance the urban landscape by planting flowering and ornamental plants along roadsides.

To improve accountability and operational efficiency, the Chief Minister ordered that all garbage collection vehicles be integrated with GPS-based monitoring systems. He also called for the adoption of modern technologies to strengthen sanitation operations and improve service delivery.

In a significant governance initiative, Nayab Singh Saini directed officials to strengthen public participation by ensuring active involvement of ward committees in municipal administration. Meetings with ward committees will now be held every three months, supplemented by regular virtual interactions. He also ordered the development of a dedicated online portal through which committee members and residents can directly submit complaints, suggestions and feedback.

To encourage healthy competition among Urban Local Bodies, the Chief Minister directed Municipal Commissioners to conduct quarterly performance rankings based on cleanliness and administrative efficiency. Every Municipal Corporation will also rank its individual wards, with top-performing wards being recognised and honoured for excellence. Outstanding sanitation workers will also be rewarded to motivate higher standards of public service.

Looking ahead, the Chief Minister instructed officials to begin preparations for the Swachhta Pakhwada to be observed from September 17 to October 2. A comprehensive activity calendar will be released in advance, while October 2 will be marked by the recognition of best-performing wards and sanitation personnel for their contribution towards cleaner and healthier cities.

The meeting was attended by Chief Principal Secretary to the Chief Minister Rajesh Khullar, Principal Secretary Arun Kumar Gupta, Commissioner and Secretary of the Urban Local Bodies Department Ashok Kumar Meena, OSD to the Chief Minister Rajesh Sandhu, CMGGA representatives and senior officers from various departments.

The review meeting reflects the Haryana Government’s renewed emphasis on performance-driven governance, technological integration and citizen participation as it seeks to improve the quality of public services and strengthen urban management across the state.
