Haryana Unveils Fully Digital Land Registration and Auto-Mutation System to Transform Property Services

In one of the most significant reforms of Haryana’s land administration in recent years, Chief Minister Nayab Singh Saini has launched an upgraded digital property registration ecosystem that promises to eliminate lengthy paperwork, reduce delays in land ownership transfers and make the state’s revenue administration faster, more transparent and citizen-centric.

The launch of Paperless Registration 2.0 along with the Auto Mutation System marks a major shift in how land transactions will be processed across Haryana. The new platform integrates property registration with mutation services, ensuring that ownership records are updated automatically without requiring citizens to submit separate applications.

Speaking at the launch event held at his official residence, the Chief Minister described the initiative as a milestone in the state’s ongoing digital governance agenda and said it reflected the government’s commitment to delivering public services through technology-driven, transparent and time-bound systems.

The event was attended by Revenue and Disaster Management Minister Vipul Goel, Public Health Engineering and Public Works Minister Ranbir Gangwa, Additional Chief Secretary and Financial Commissioner (Revenue) Dr. Sumita Misra, along with deputy commissioners and senior revenue officials from across the state who joined through video conferencing.

For decades, property owners in Haryana have often faced prolonged delays in mutation—the legal process through which ownership records are updated after a property sale. In many cases, citizens had to make repeated visits to government offices and wait months, sometimes even years, before land records reflected the new ownership.

The Chief Minister said the new system has been designed specifically to eliminate these bottlenecks. Under the revised mechanism, mutation will now be generated automatically as soon as a property registration is completed. Citizens will no longer need to file a separate application for mutation, significantly reducing administrative delays and human intervention.

The integration also means that the mutation number will be generated simultaneously with the registration process. Where no ownership partition is required, the mutation is expected to be approved within 24 hours. In cases involving partition of land holdings, authorities have fixed a maximum timeline of ten days for completing the process.

Officials believe the reform will substantially reduce the backlog that has accumulated over the years. According to the government, Haryana previously had more than six lakh pending mutation cases, of which nearly four lakh have already been resolved. During the month-long pilot phase preceding the statewide rollout, around 50,000 mutations were processed automatically, providing confidence in the system’s operational efficiency.

Paperless Registration 2.0 also introduces several technological upgrades intended to simplify property transactions while strengthening safeguards against fraud.

The registration application has been redesigned to make it more user-friendly, while Aadhaar-based electronic Know Your Customer (e-KYC) verification has been made mandatory for both buyers and sellers to ensure authenticated identities throughout the transaction.

Recognising the needs of companies, institutions, non-resident Indians and individuals unable to attend registration personally, the system now allows multiple authorised representatives to complete the process on behalf of property owners.

The platform also enables citizens, deed writers, advocates or government help desks to prepare and submit deeds digitally, reducing dependence on physical documentation.

Another notable feature is the automatic display of land classification during registration. The system identifies whether portions of a property fall under prime or non-prime categories and simultaneously alerts users if any provisions under Section 7A of the Haryana Stamp Rules are applicable. Officials say this automation is expected to reduce errors and improve compliance during registration.

To enhance transparency, every stage of the process has been digitised through biometric authentication, digital signatures and QR code-based document verification. Citizens will also be able to track the status of their applications online, upload supporting documents electronically and receive updates without visiting government offices.

The government has additionally introduced an automated hold mechanism to detect procedural irregularities before registrations are finalised, while integrating data from multiple government departments into a single digital workflow.

In another citizen-friendly reform, Haryana has introduced a “Tatkal” appointment facility for property registration, similar to the expedited passport service. Applicants requiring urgent registration will now be able to secure priority appointments instead of waiting for routine scheduling.

The platform also allows applicants to purchase additional e-stamps online whenever required and removes the need to submit separate physical documents for departmental approvals such as Development and Town Planning permissions or No Objection Certificates, as verification will now take place digitally within the integrated system.

The Chief Minister noted that Haryana first introduced paperless registration in September 2025 on a pilot basis in Ladwa tehsil of Kurukshetra district before expanding it across the state in November that year. Feedback collected over the past eight months from citizens, legal professionals and other stakeholders has been incorporated into the upgraded version, making the platform more efficient and easier to use.

Officials also confirmed that several internal revenue procedures have been consolidated into a single workflow, reducing duplication and shortening processing time.

The government believes the integration of registration and mutation into one seamless digital process will significantly reduce opportunities for corruption, minimise discretionary decision-making and improve accountability across the revenue administration.

By enabling citizens to complete registrations, monitor mutation status and download certified mutation records online from their homes, Haryana is attempting to modernise one of the most frequently accessed public services while reducing the burden on both citizens and government offices.

The reform forms part of the state’s broader digital governance strategy aimed at delivering faster public services through technology while strengthening transparency, legal certainty and ease of doing business. If implemented effectively across all districts, officials believe the integrated digital property management system could become one of the most comprehensive land administration reforms undertaken by any Indian state in recent years.
